A solicitor or a buyer's surveyor asks for evidence the electrics are sound. A tested report with photographs settles it far better than a one line pass.
Get it before you sign, not after. It tells you the condition of the wiring and what putting it right would cost, which is a number worth having while you can still use it.
A report on the condition of the installation, plus certification for any work done off the back of it. It is the document that shows you took the safety of the place seriously.
Any new or altered installation should be certified and notified. If somebody did work in your house and left you no paperwork, that is a gap worth closing.

A certificate covers work that has been carried out. It says this installation was done, and done to standard. It is an outcome.
A condition report covers what is already in the house. It is the testing, the photographs of anything wrong, and a costed schedule of what needs doing. It is the evidence. If a solicitor, a buyer or a tenant is asking questions about an existing house, the report is the document that answers them.
This is instrument work, not somebody walking around looking at sockets.
